In the UK we have two problems. One: we don’t have enough infrastructure. Commuters across the country face congestion and overcrowding; we haven’t built a new reservoir since 1992 and it’s blocking the delivery of new homes; new wind and solar farms can’t get plugged into the grid.
In my preferred configuration, NIMBYs who successfully stall/stop a project should pay 100% of the foreseeable value creation forgone into a trust fund to be distributed out to society at large. That way if the benefit to the NIMBYs outweighed the positive externalities of the project, they would still be happy to wear the costs.
